On May 7th, 2019 Google did announce that their crawler aka Googlebot is now "evergreen", meaning that it will run the latest Chromium rendering engine. At the same time they said that the Googlebot-useragent won't change and therefor will still identify as Chrome/41.
A user visiting this page will see which features Googlebot is supporting and therefor what's the "real" Chrome version Googlebot is currently running.
If Googlebot visits and renders this page and excutes javascript, the page will try to identify the available features and which Chrome version is implied. This data is then send to the server, the IP gets checked and then the data will be stored. This happens in real time and a user visiting the page afterwards will always see the newest version available.
